Los Angeles 1987: Die beiden Polizisten Sergeant Joe Friday und sein Partner Pep Streebek kämpfen gegen Kriminalität und Korruption. Während Joe größten Wert auf seine Dienstvorschriften legt, nimmt Pep es nicht so ganz genau mit den Paragraphen. Die beiden sind dem Verbrecherring PAGAN (People Against Goodness And Normalacy) auf der Spur. Der scheinbar fromme Reverend Whirley und der Porno-König Jerry Caesar sind offensichtlich nicht ganz unschuldig an den Verbrechen der Organisation. Doch Polizei-Präsidentin Kirkpatrick hegt tiefe Sympathien für den Reverend. Als sie erfährt, dass Joe gegen den Kirchenmann ermittelt, feuert sie ihn.
