Der CIA-Agent Kevin Pope plant gemeinsam mit seinem Kollegen Gaylord Oakes einen Deal mit dem russischen Mafioso Adrik Vas, um in den Besitz einer Atombombe zu kommen. Doch nach einem Treffen mit Vas wird Kevin von einer Bande umgebracht, die ebenfalls hinter der Bombe her ist. Um den Deal nicht abblasen zu müssen und um herauszufinden, wer Kevin umgebracht hat, rekrutiert Oakes Kevins großmäuligen Zwillingsbruder Jake, der jedoch keine Ahnung hat, auf was er sich da eingelassen hat.
