In August 2005, Hurricane Katrina levelled New Orleans. The US authorities responded to the disaster with massive incentives for entrepreneurs, intended to help revive the city. The documentary summarises the results of these efforts, which have been largely ineffective. The former capital of jazz is losing its spirit and is expelling its original inhabitants. Rented housing for the socially vulnerable is being replaced with houses for the middle class, schools focus more on privileged students, and the downtown area is being colonised by ruthless companies. What at first glance may seem like a successful new beginning is in fact a deepening social, economic and racial chasm between the inhabitants. (One World)
