Irgendwann im 20. Jahrhundert, in einem bizarren Überwachungsstaat: Der schüchterne Buchhalter Sam Lowry ist nur ein kleines Rädchen im gigantischen Informationsministerium. Doch sein Leben ändert sich, als durch einen Druckfehler eines Tages statt des Revolutionärs Tuttle ein Unschuldiger namens Buttle beseitigt wird.
