The Transparency International corruption index in 2013 ranked Ukraine as one of the most corrupt countries in the world, alongside such countries as the Central African Republic and Papua New Guinea. "Corruption in Ukraine is a systemic phenomenon," said Ukrainian President Viktor Yanukovych in 2011. "It destroys the state, humiliates and shames every citizen and threatens freedom and constitutional rights." In the same year a law is passed on access to public information. Five people from different parts of the country are trying to invoke this law among the corrupt and frustratingly bureaucratic government officials. Five stories, five directors, one theme.
