Well, this is definitely better than the first film. Here, there's a slightly better story, with more involvement of human characters in the plot. It's somewhat quirky, being essentially a family-friendly espionage film, and somehow it all fits together better. It's not just about nice shots of the dog anymore, as it works as fun for the whole family.
